RTI: 524 IPS transfers in 09 months in UP

The Government of India passed the IPS Cadre Amendment Rules 2014 on 28 January 2014 fixing the minimum tenure of 2 years for IPS officers. but in UP, this Rule is being violated day in and day out.

As per the information obtained by me, beginning with the transfer order of Amitabh Thakur on 30 January, 86 transfer orders of IPS officers have been issued by the UP government in around 9 months after the passing of these Rules. In this period a total of 524 IPS officers have been transferred. 52 officers were transferred through one single order dated 07 June.

UP has a total of 405 IPS officers and thus on average an IPS officer has been transferred 1.2 times only in 9 months while the Rules prescribe a minimum tenure of 2 years.

Interestingly during this period 84 officers were attached to DGP headquarters and transfer of 17 officers were cancelled subsequently, which  is a clear indication of the complete mindlessness in transfers.

The RTI information shows that 120 officers have been transferred more than once during this period. Kripa Shankar, Mohit Gupta, Love Kumar, Vijay Kumar Garg, Sharad Sachan, Sriparna Ganguly, Vikramaditya Sachan, Umesh Kumar Srivastava, Anis Ahmed, Rajesh Krishna, Alankrita Singh, Dinesh Chandra Dube, Jitendra Shukla and Happy Guptan have been transferred 5 times during this short period of 9 months.

Even ASPs have been transferred midway with Swapanil Mamgoi getting posted to Ghaziabad on 11 February and to Jhansi on 29 September.

भारत सरकार ने 28 जनवरी 2014 को आईपीएस कैडर संशोधन नियम 2014 पारित कर आईपीएस अफसरों की न्यूनतम तैनाती 2 वर्ष तय कर दी लेकिन यूपी में इस नियम का रोजाना उल्लंघन हो रहा है.

मेरे द्वारा प्राप्त सूचना के अनुसार इस नियम के बनने के बाद 30 जनवरी के अमिताभ ठाकुर के तबादले आदेश से ले कर अब तक लगभग 9 महीने में 86 तबादले आदेश जारी किये जा चुके हैं. इन आदेशों के जरिये कुल 524 आईपीएस अफसरों का तबादला हुआ है. 07 जून के एक आदेश से  52 अफसरों का एक साथ तबादला किया गया था.

यूपी में कुल 405 आईपीएस अफसर हैं और इस प्रकार पिछले मात्र 9 माह में आईपीएस अफसरों का औसतन 1.2 बार तबादला किया जा चुका है जबकि न्यूनतम तैनाती 2 साल निर्धारित की गयी है.  

इस दौरान 84 अफसरों को डीजीपी कार्यालय से सम्बद्ध किया गया और 17 अफसरों के आदेश निरस्त किये गए. यह तबादलों की आपाधापी को पूरी तरह दर्शाता है.

आरटीआई सूचना के अनुसार इस दौरान 120 अफसरों का एक से अधिक बार तबादला हुआ. कृपा शंकर सिंह, मोहित गुप्ता, लव कुमार, विजय कुमार गर्ग, शरद सचान, श्रीपर्णा गांगुली, विक्रमादित्य सचान, उमेश कुमार श्रीवास्तव, अनीस अहमद, राजेश कृष्ण, अलंकृता सिंह, दिनेश चन्द्र दुबे, जीतेन्द्र शुक्ला और हैप्पी गुप्तन के  9  महीने में 5 बार तबादले हो चुके हैं.

यहाँ तक कि एएसपी के भी बीच सेशन तबादले हुए हैं. स्वप्निल ममगोई 11 फ़रवरी को गाज़ियाबाद तैनात हुए और उन्हें 29 सितम्बर को झाँसी भेज दिया गया.
