UP Govt asks Amitabh Thakur not to associate with Social org

In an unprecedented move which is possibly the first of its kind, the UP Government has asked an IPS officer Amitabh Thakur not to get associated with a social organization. The order dated 11 August 2014 passed by Neeraj Kumar Gupta, Principal Secretary Home says that the government finds no reasons to grant him such permission.

Thakur had informed the government through his letter dated 24 April 2014 that in order to perform his social activities in a better manner, he wants to get associated with People’s Forum working in the field of transparency and accountability in public life and Human Rights. He had said that though the IPS Conduct Rules do not need any government sanction for getting associated with a social organization, yet he was intimating this fact as a disciplined government servant.

The State government suo-motu regarded this letter as an application for permission and used this opportunity to completely ban Thakur’s association with this body which he says he would challenge before CAT.

अपने किस्म के एक अनूठे आदेश में उत्तर प्रदेश सरकार ने एक आईपीएस अफसर अमिताभ ठाकुर को एक सामाजिक संस्था से सम्बद्ध होने और उसकी गतिविधियों में भाग लेने से मना कर दिया है. प्रमुख सचिव गृह नीरज कुमार गुप्ता ने आदेश दिनांक 11 अगस्त 2014 के अनुसार ठाकुर को उक्त संस्था से सम्बद्ध होने की अनुमति प्रदान करने का औचित्य नहीं पाया गया.

ठाकुर ने 24 अप्रैल 2014 के पत्र द्वारा शासन को अवगत कराया था कि वे अपने सामाजिक कार्यों को कुशलतापूर्वक सम्पादित करने के लिए सार्वजनिक जीवन में पारदर्शिता तथा उत्तरदायित्व तथा मानव अधिकारों के क्षेत्र में कार्य करने वाले पीपल्स फोरम ट्रस्ट के साथ सम्बद्ध होना चाहता हूँ. उन्होंने कहा था कि आईपीएस अफसरों की आचरण नियमावली के अनुसार किसी सामाजिक संगठन से जुड़ने के लिए किसी शासकीय स्वीकृति की जरुरत नहीं है, फिर भी एक अनुशासित सरकारी कर्मी के रूप में वे शासन को इससे अवगत करा रहे हैं.

शासन ने इस पत्र को अपने स्तर से अनुमति हेतु किया गया आवेदन बताते हुए इसके जरिये ठाकुर को इस संस्था से सम्बद्ध होने से ही मना कर दिया जिसे वे कैट में चुनौती देने की बात कह रहे हैं.
